u can create them using the su10 tcode but it would take much time

other process is u can go with LSMWs and the tcode is lsmw itself but there is a process to do that and this job goes to abap professionals

Hi. if you want to create multiple users, from expeience the best way is to configure your CUA(Central users administration) with this it makes life more easier than anythin. Also you need to know lot of things about Logical system(im mean using t_code:sale). take care.
