Users need to be registered ?

I have a doubt in User creation. If i need to create any user lik Functional or technical users , i need to get approval form SAP. I mean what are the users should be registered form SAP in PRD users. If i need to create an end user , is that enough if i get approval form process owners or additionally i need to get approval from SAP. I know that for abap users we need authorisation and it is to be registered in SAP.Like wise for all users created in PRD environment is to be registered, If yes after registeration wt is the procedure in SAP level.

You do not need approval from SAP, just keep in mind that you must adhere to your SAP contract for the number of users you create.
