sap 4.7 IDES installation with oracle 8.1 error

MOS-01012 PROBLEM: oracel\ora81/bin/lsnrctl error.....
i'm facing this problem i have given permission to usr and folder inside the folder...installed Central Instance and Data Base instance OK....java too ok...but at LSNRCTL.EXE the installation has stopped with the above error.
pls kindly help me in this matter.
