hello everybody can anybody tell me how to create group and assign group of users to it and how to apply administration of users

hello everybody i got this error while entering to SAP USING SAP* WITH THE RESPECTIVE PASSWORD
the instance is started but when you type the username and password it shows me this error

Syntax error in Program SAPLCNDP
in include LCNDPU13
